I think what Brad refers to is the fact that you can create an Independent Section, Elevation, Detail or Worksheet but you cannot create an independent Interior Elevation, meaning something that is not linked to a Source Marker in the Floor Plan.

I think the reason is that the Interior Elevation has certain dependencies. For example, it can take its height from the Zone it is placed into. Because of such dependencies would not work were it independent, I guess this feature is not permitted.

The other such generated Viewpoint type is the 3D Document. You cannot make an independent 3D Document Viewpoint because it always depends on the 3D Window for its content.
