Clear separation between project phases via multiple books

I would like to see a phase separation in Books setting. For example, the ability to have several books in one file. That way it would be easier to keep track of transmittal sets from different phases of the project, and remove the clutter of folders which is frequently used to separate phases. When dealing with transmittal sets, it gets especially confusing when all layouts are automatically added every time you add a new transmittal set.

A quick fix from Graphisoft would be to not include any layouts when you create a new transmittal set, leaving users to choose which layouts from what phase they want to add instead of having to delete all of the layouts first just to get an overview and sense of control on which layouts to include.

This might be a workflow problem that some may not have, but if that's the case I'd like some suggestions of a phase separating workflow in regards to transmittals to make a clearer separation.
