What are Scratch files

I'm getting files generated called, for example, "Scratch_0468158119"

What are these files and is it safe to delete them?

Also files like "Westry.pln.lck"

Also, LCK files typically mean that someone is in the file (or the file crashed while someone was in it). If no one is in it, open the file -- you'll probably be prompted to open with Exclusive Access -- and Save. The LCK file should go away -- if not, you can delete it.
