Elements that do NOT use complex profiles can be displayed symbolically and will 'belong' to the story in which you insert them. This is the behavior of ArchiCAD through version 9.

Complex Profiled elements will, and others optionally may, interact with the Floor Plan Cut Plane to determine how they are displayed in plan. These display types are things such as projected with overhead, cut only, etc... When the element settings are set to non-symbolic (either because of choice, or because they must be), then if the base of the element is outside of the current story range, the element will be placed in the story to which it belongs instead and you will see the message that you posted.
