The problem is, the display order can not be set (changed) until the object has actually been placed.
Each element (tool) would then have to have a visible display order setting, so you could set it before you place the element for the favourites to be able to affect it.
I am not sure if that would be a good thing or a bad thing.
Default settings seem to work 99% of the time for me, so I would leave it as it is.
