My navigator box disappears whenever I perform an operation such as drawing, zooming, etc. The palette schemes have been set to keep the navigator always displayed, but it still disappears.

Right click on the organizer/navigator top bar to get it to persist.

Who would ever want this option? This is one of those Hungarian infuriation's....
