Choose Editing Plane: Horizontal

When adjusting a roof, right click > editing plane:
Vertical is always an option, but more times than not, I need a horizontal editing plane. I have to click "choose editing plane" and find a horizontal plane to snap to. Can "Horizontal" be an always options, just like vertical seems to always hang around?

Is it possible that Horizontal is not available because it is not possible geometrically?
